THOSE STUDENT QUALIFIERS ARE KELEN BROOKER, JADEN COLLINS, JOSHUA HODES, TYLER PICKARD , JOSEPH JOHNSON, HAYSON PACE, AND TRAVIS ROGERS.

AGAIN, THOSE STUDENTS ARE COACHED BY DR. CHRIS WEST AT LUBBOCK HIGH SCHOOL, WHO COULD NOT BE HERE THIS MORNING, BUT CONGRATULATIONS TO ALL OF OUR LUBBOCK HIGH SCHOOL STATE SKILLSUSA QUALIFIERS.

WE BEGAN TO MEET [NOISE] WITH OUR PRINCIPALS, APS, OTHER CENTRAL OFFICE LEADERSHIP, AND OTHER PEOPLE WITHIN OUR DISTRICT TO HELP US FINALIZE AND UNDERSTAND WHAT IS OUR DEFINITION AS A SCHOOL DISTRICT.

IN THAT DEFINITION, WE BEGAN LOOKING AT HIGH-LEVEL CATEGORIES, DEVELOPING LEADERS, LOVING PEOPLE, AND VALUING DATA.

WE TOOK THOSE CATEGORIES AND WE BROKE THOSE DOWN INTO COMPETENCIES.

BUT WE BROKE THOSE DOWN INTO CERTAIN AREAS WITHIN OUR LEADERSHIP DEFINITION AND THOSE COMPETENCIES WERE EMPOWERING PROFESSIONAL CAPACITY, GROWING, REFLECTING, SERVING WITH AWARENESS UNDER DEVELOPING LEADERS, UNDER LOVING PEOPLE, BUILDING RELATIONSHIPS, COMMUNICATE SKILLFULLY AND EMBRACE COMMUNITY.

UNDER VALUING DATA, IT'S FOSTERING SHARED VISION, PLANNING STRATEGICALLY, AND CULTIVATING STUDENT SUCCESS.

WITHIN THOSE DIFFERENT COMPETENCIES, WE ACTUALLY BUILT IN COMPETENCY DESCRIPTIONS BECAUSE AS A WHOLE, WE WANTED TO TAKE OUR DEFINITION AND ESTABLISH VALUES THAT OUR DISTRICT HOLDS TRUE WHEN WE'RE MAKING DECISIONS, WHEN WE'RE LOOKING AT ANYTHING THAT INVOLVES LEADERSHIP WITHIN OUR SCHOOL DISTRICT.

IF SURVEY WAS SHARED, WITH A LOT OF OUR STAFF MEMBERS SURVEYS WERE SENT OUT TO PRINCIPALS, ASSISTANT PRINCIPALS, TEACHER LEADERS, AND TEACHERS.

SURVEYS WERE SENT OUT EARLY IN THE FALL OF 2023 AND HERE RECENTLY TO OUR STAFF TO SEE AND ASK THEM THESE THREE QUESTIONS.

I UNDERSTAND HOW MY DISTRICT'S DEFINITION OF GREAT LEADERSHIP APPLIES TO MY ROLE.

I UNDERSTAND HOW TO USE MY DISTRICT LEADERSHIP DEFINITION TO PROVIDE FEEDBACK AND COACHING TO MY DIRECT REPORTS, AND MY DISTRICT HAS CLEARLY DEFINED THE CHARACTERISTICS OF GREAT LEADERSHIP.

WITHIN THE METRICS, THEY'VE TAKEN THE AVERAGE OF THE SCORES, AND SO FROM 0-100, OF COURSE, THE HIGHER THE NUMBER, THE MORE THAT DEFINITION OR THAT UNDERSTANDING APPEALS TO THE MEMBERS WITHIN EACH OF THOSE AREAS.

THE PRINCIPALS AND ASSISTANT PRINCIPALS REALLY DROVE THAT WORK AND WE WOULD BRING BACK DRAFTS TO THEM AND THEY WOULD HELP US WITH THAT PROCESS.

WE'VE ALSO DONE THAT WITH OUR TEACHER LEADERS THIS YEAR.

THEY HAVE HELPED US WITH THE TEACHER LEADER PROFILE AS WELL AS A TEACHER PROFILE.

WE'RE STILL REFINING THAT, WE'RE ON OUR FINAL DRAFT, THEY WILL SEE THAT IN THE NEXT COUPLE OF WEEKS AND GIVE US THEIR FINAL FEEDBACK.

BUT IT JUST REALLY CLARIFIES WHAT BEHAVIORS, WHAT THINGS WE SHOULD BE ABLE TO SEE IN THEIR ACTIONS THAT ARE ALIGNED TO OUR LEADERSHIP DEFINITION.

IT'S REALLY JUST PROVIDED CLARITY TO EVERYBODY IN THEIR OWN ROLE.

IN THE PAST, WHEN WE WOULD BE AT ABOUT THIS TIME OF THE YEAR, WE WOULD KNOW THAT HERE COME PRINCIPAL VACANCIES AND SOMETIMES WE KNEW AND SOMETIMES THEY WERE A SURPRISE.

WE ARE WORKING ON BUILDING SYSTEMS WHERE WE CAN FORECAST THOSE VACANCIES 1-2 YEARS IN THE FUTURE, WITH THE GOAL FOR US TO HAVE TWO READY LEADERS FOR EVERY PRINCIPLE VACANCY THAT WE MAY BE HAVING IN THE FORECAST.

WHAT WE HAVE DONE IS WE'VE TAKEN THAT LEADERSHIP DEFINITION THAT IS THE BASE OF ALL OF OUR WORK AND THE COMPETENCIES THAT ARE THERE.

WE HAVE DEVELOPED A NEW TOOL THAT WE'VE USED WITH OUR PRINCIPALS AND WITH OUR ASSISTANT PRINCIPALS CALLED THE HAS IT NEEDS IT DOCUMENT.

IT LOOKS AT THE COMPETENCIES THAT THEY NEED TO HAVE IN ORDER TO STEP INTO THAT ROLE, AND IT ALSO LOOKS AT THE EXPERIENCES THAT THEY NEED TO HAVE IN ORDER TO BE A READY LEADER.

WE'VE TAKEN THAT A STEP FURTHER AFTER WE GOT SOME FEEDBACK FROM OUR PRINCIPALS AND ASSISTANT PRINCIPALS AND DID SOME REFINEMENT, AND WE HAVE NOW CREATED A READINESS ASSESSMENT TOOL.

ALL OF OUR PRINCIPALS OVER THE LAST MONTH COMPLETED THAT TOOL FOR EACH ONE OF THEIR ASSISTANT PRINCIPALS.

THEY WERE ABLE TO DRILL DOWN TO EACH ONE OF THOSE COMPETENCIES, DETERMINE IF THEY HAVE IT, IF THEY NEED IT, AND PROVIDE US WITH SOME EVIDENCE.

THAT GIVES US A GREAT IDEA OF WHO WE HAVE FOR OUR NEXT BATCH OF READY LEADERS.

THEN IT ALSO LETS US KNOW WHO WILL BE READY IN 1-2 YEARS OR 2-3 YEARS.

FOR THOSE FOLKS THAT AREN'T IN THAT READY NOW BATCH, THEN WE CAN GO IN AND DIG INTO THAT VERY SPECIFIC FEEDBACK THAT THE PRINCIPALS GAVE US IN ORDER TO HELP THEM DEVELOP STRETCH ACTIVITIES.

THOSE STRETCH ACTIVITIES CAN BE COMPLETED ON THE CAMPUS AND WITH OUR GROWTH AND HELP, THEY CAN COME IN AND BE READY TO STEP INTO THAT ROLE.

THEN THE NEXT PIECE OF THE VACANCY PLANNING CYCLE THAT WE WANTED TO TALK ABOUT WAS ACTUALLY THE HIRING PROCESS OF THE PRINCIPALS.

THAT FIRST PIECE IS SOLICITING FEEDBACK WITH THE PRINCIPAL PROFILE THAT BETH REFERRED TO.

THEN OF COURSE, THE APPLICANT SUBMISSIONS, AND THEN AFTER THAT WILL BE THE PRE-SCREENING.

WE'LL ACTUALLY HAVE A COMMITTEE THAT GOES THROUGH THE APPLICATIONS AND SEE HOW THEIR EXPERIENCES ALIGN WITH THE PROFILE THAT WE'RE LOOKING AT.

THAT'S A UNIQUE THING THAT WE'RE PUTTING INTO PLACE THROUGH THIS VACANCY PLANNING CYCLE.

THE LAST THING IS THE FINAL INTERVIEWS WITH DR. ROLLO, AND SO WE'LL SUBMIT TWO CANDIDATES TO HER THAT SHE'S ABLE TO THEN GO THROUGH FINAL INTERVIEWS WITH.

WE'VE WORKED WITH THESE TOP 10 ASSISTANT PRINCIPALS THIS YEAR, AND THE MESSAGE WE TALK TO THEM ABOUT IS, WHAT GOT YOU HERE WON'T KEEP YOU HERE.

SO WHAT GOT YOU INTO THE PRINCIPAL SEAT WON'T KEEP YOU IN THE PRINCIPAL SEAT.

WE'VE HAD 10 OF THEM NEXT WEEK IN AFTER SPRING BREAK PRESENTING THEIR CAPSTONE PROJECTS TO THE CABINET.

THIS PARTICULAR MODEL, THE STRUCTURED ROLE MODEL ALLOWS FOR BOTH.

IT ALLOWS FOR OUR VERY STRONGEST TEACHERS TO TEACH PART TIME, 50%.

THEN LEAD PART TIME.

THAT LEADERSHIP INVOLVES RELEASE FROM THEIR CLASS TO WORK IN PLCS, TO PROVIDE OBSERVATION AND FEEDBACK, TO COACH OTHER TEACHERS TO SIT DOWN AND PLAN WITH TEACHERS AS NEEDED.

NEXT FALL, WE WILL BE PILOTING IN SIX CAMPUSES, MILLER ELEMENTARY, BEEN ELEMENTARY, CAVASOZ AND ATKINS MIDDLE SCHOOL, AND CORONADO AND MONTEREY HIGH SCHOOLS.

WE HAD OVER 70 PEOPLE THAT PARTICIPATED IN THE ZOOM MEETING BECAUSE THEY WERE INTERESTED IN IT.

WE WILL BE SENDING OUT THAT APPLICATION, IT'LL BE AVAILABLE AT THE END OF THE MONTH AND THE APPLICATION IS OPEN FOR THE MONTH OF APRIL.

THERE'LL BE INTERVIEWS AT BOTH THE DISTRICT AND THE CAMPUS LEVEL, AND THEN WE'LL HAVE THOSE IN PLACE HOPEFULLY BY THE BEGINNING OF MAY.

REALLY SOME REFINED WORK OF WORKING WITH OUR TEACHERS IN FOURTH AND FIFTH GRADE MATH, IDENTIFYING OUR STUDENTS, AND WE'RE IN THE PROCESS OF TRYING OUT ROOT CAUSES, WHAT'S IMPACTING THESE STUDENTS? IN THE CALCULATION UNDER RDA, THEY DON'T JUST INCLUDE DISCRETIONARY, THEY ALSO INCLUDE MANDATORY.

LOOKING AT FACILITY UTILIZATION RATES, SAYING THAT IF WE HAVE A BUILDING THAT'S UNDER 70%, THAT COULD BE A POSSIBILITY TO LOOK AT FOR FUTURE CONSOLIDATIONS.

LOOK AT PER PUPIL SPENDING, IS IT ABOVE THE DISTRICT AVERAGE? TAKING A COMBINATION OF ALL OF THESE THINGS TO MAKE SURE THAT WHILE WE'RE LOOKING AT CAMPUSES, THAT COULD BE SOMETHING THAT COULD BE LOOKED AT IN THE FUTURE.

LET'S SAY THAT AS AN EXAMPLE, WE PLACE A METRIC OF 450 AS A METRIC OR THRESHOLD FOR ENROLLMENT.

THAT WOULD THAT COULD POSSIBLY LOOK AT 15 ELEMENTARY SCHOOLS AND FOUR MIDDLE SCHOOLS.

BUT WHEN WE LOOK AT THE FACILITY UTILIZATION, THEY'RE AT 114%.

THAT WOULD TAKE THEM OFF THE LIST.

THEY MAY HIT ONE THRESHOLD, BUT WHEN WE LOOK AT ANOTHER THRESHOLD, ANOTHER LAYER, THAT WOULD TAKE THEM OFF THAT LIST.

THEN EVEN WE LOOKED AT THEIR PER PUPIL SPENDING, WHEN WE COMPARE THAT TO OTHER ELEMENTARY SCHOOLS, THEY'RE BELOW THE DISTRICT AVERAGE.

THAT IN THE END THAT PARTICULAR ELEMENTARY WOULD NOT MEET THE CRITERIA OF OR THE METRICS BECAUSE AGAIN, ONLY ONE THRESHOLD WAS MET OUT OF THE THREE.

WE CAN ALSO LOOK AT OTHER ALTERNATIVE OPTIONS TO ADD TO OUR METRICS.

WE CAN LOOK AT POTENTIAL CRITERIA, MAKING SURE THAT IF WE'RE LOOKING AT A SCHOOL WITHIN THE SAME HIGH SCHOOL FEEDER PATTERN BECAUSE THERE ARE CERTAIN CAMPUSES, CERTAIN MIDDLE SCHOOLS THAT ONLY FEED INTO ONE HIGH SCHOOL.

THERE'S ONE MIDDLE SCHOOL THAT FEEDS INTO A CERTAIN HIGH SCHOOL.

WE WANT TO MAKE SURE THAT WE OFFER OPTIONS FOR OUR FAMILIES SO THAT WE HAVE A CONTINUITY OF SERVICES.

BUT WE ALSO KNOW THAT IF WE DO THAT, THAT LIMITS SOME OF OUR OPTIONS THAT WE HAVE TO TAKE ACTION.

WE CAN ALSO LOOK AT MAKING SURE SOME OF THE SCHOOLS AND LOOK AT OUR GEOGRAPHIC BOUNDARIES.

AGAIN, THE STRENGTH IS IT ALLOWS OUR FAMILIES TO BE ABLE TO ACCESS QUALITY EDUCATION OPPORTUNITIES.

BUT AGAIN, AS A DECISION-MAKING PROCESS, IT LIMITS ACTIONS BECAUSE OF LIVITY OPTIONS THERE.

WE CAN ALSO LOOK AT SUFFICIENT FACILITY CAPACITY TO ACCOMMODATE ALL STUDENTS, MAKING SURE THAT AS WE MAKE CONSOLIDATIONS IN THE FUTURE, THAT WE'RE MAKING SURE THAT 30% OF OUR STUDENTS FROM THE SAME SCHOOL STAY TOGETHER, GOING INTO ANOTHER SCHOOL.

WE CAN LOOK AT FAMILY DEMAND AND LOOK AT TRANSFER DATA TO DETERMINE IF THE SCHOOL IS ATTRACTING PEOPLE INTO THAT SCHOOL BECAUSE WE ARE A DISTRICT OF CHOICE, AND THAT COULD BE SOMETHING THAT WE COULD MEASURE LOOKING AT TRANSFER BEHAVIOR.

WE CAN LOOK AT SCHOOL NEEDS.

THOSE ARE SOME THINGS THAT WE CAN LOOK AT THAT CAN ADD SOME LAYERS TO MAKE OUR COMMUNITY FEEL A LITTLE BIT BETTER ABOUT SOME OF THE DECISIONS THAT ARE BEING MADE IN THE FUTURE.

WE CAN ALSO TAKE A LOOK AT IMPLEMENTATION CONSIDERATIONS.

MAKING SURE AGAIN, ONE OF THE THINGS THEY DO IN SAN ANTONIO IS THEY HAVE DATA SUMMARIES FOR EVERY SCHOOL.

THEY SHOW THE METRICS AND THEY'VE GOT IT SO THAT

PARENTS AND FAMILY MEMBERS CAN GO OUT THERE AND SEE FOR THEMSELVES, WHAT'S OUT THERE.

EVEN THINGS LOOKING AT COST PER PUPIL, CLASSROOM SIZES, EVEN THE SIZE OF THE PROGRAMS THAT THEY OFFER.

ALSO LOOKING AT EQUITABLE ACCESS AND OPPORTUNITY, MAKING SURE THAT TRANSFER PRIORITY FOR IMPACTED FAMILIES, WHICH WE HAVE DONE AS A DISTRICT, MAKING SURE THAT OUR FAMILIES WHO ARE IMPACTED BY ANY SCHOOL CONSOLIDATIONS HAVE TRANSFER PRIORITY, LOOKING AT ADDITIONAL RESOURCES FOR THE RECEIVING SCHOOLS AND JUST MAKING SURE THAT HAVE THE BOARD VOTE ON A SET OF DECISIONS VERSUS INDIVIDUAL SCHOOLS TO ENSURE CONSISTENT IMPLEMENTATION OF OUR FRAMEWORKS.

THEN AGAIN, WE WANT TO MAKE SURE THAT WHATEVER WE DO IS COMMUNITY CENTERED.

WE WANT TO MAKE SURE THERE'S A TIMELINE THAT ALLOWS FOR INPUT AS WELL AS A TIMELINE FOR IMPLEMENTATION.

SOME POTENTIAL NEXT STEPS IS PUBLICLY DISCUSS A DRAFT COMING UP AT THE APRIL 3RD MEETING AND CONDUCT COMMUNITY ENGAGEMENT PRIOR TO A FORMAL ADOPTION IN THE FALL OF 2025.

THIS ALLOWS FOR SOME COMMUNITY ENGAGEMENT AND FEEDBACK THAT CAN TAKE PLACE OVER THE FALL THROUGH SOME COMMUNITY EVENTS AND MEETINGS THAT WE CAN HAVE TO GATHER INPUT.

THIS DOES NOT CREATE A LONG PERIOD OF SCHOOL FOR SCHOOLS BEING MISIDENTIFIED FOR CONSOLIDATION.

THAT ALLOWS US TO REACH OUT TO MAYBE SOME OTHER SYSTEM OF GREAT SCHOOL AND NETWORKS, AND DISTRICTS LIKE SAN ANTONIO ON SOME OF THEIR FRAMEWORKS TO HELP DRAFT OUR OWN.

ON THE HEELS OF THAT OR WITH THAT IN MIND, I'D LOVE TO SEE AND I REALIZE THERE'S A LOT OF WORK TO DO, BUT GIVEN THE SUMMERS A SLOWER TIME, I'D LOVE TO SEE IF THERE'S AN OPPORTUNITY FOR US TO HAVE THIS READY TO APPROVE OR DISCUSS THE VERY FIRST BOARD MEETING FOR THE 2025 SCHOOL YEAR BECAUSE IN MY MIND, IF I WERE DRAFTING THIS BY MYSELF, I'D HAVE SOME TRAILING THREE YEAR OR TRAILING FIVE YEAR STATISTICS.

I DON'T THINK ONE YEAR SHOULD MAKE OR BREAK ANY SCHOOL BECAUSE I DO THINK THERE'S BEEN WEIRD THINGS THAT HAPPEN IN ALL OF OUR COMMUNITIES OR OUR NEIGHBORHOODS.

I THINK GETTING SOME COMMUNITY FEEDBACK TO HELP US DETERMINE WHAT IS THAT THRESHOLD THAT WE CAN LIVE WITH AS A COMMUNITY IS IMPORTANT AND BEING ABLE TO MAKE SURE THAT EVERYONE UNDERSTANDS WHAT THOSE THRESHOLDS COULD BE GIVES US A CLEAR UNDERSTANDING WHEN WE HAVE TO MAKE SOME TOUGH DECISIONS IN THE FUTURE.
