SINCE ITS INCEPTION IN 1989, ALMOST $2.5 MILLION HAVE BEEN RAISED TO BENEFIT LUBBOCK ISD STUDENTS AND TEACHERS. UNFORTUNATELY, BOTH OF THE FOLKS THAT I WANTED TO RECOGNIZE THIS MORNING ARE NOT HERE, AND I SO HATE THAT I GROW TO LOVE THESE PEOPLE AND CALL THEM MY FRIENDS. CRAIG WELLS, WHO'S WITH HAPPY STATE BANK, SERVED AS PRESIDENT OF THE FOUNDATION FOR EXCELLENCE THE PAST TWO YEARS AND HE HAS REALLY RISEN TO THE OCCASION AND I'VE LEARNED, HAD LEARNED A LOT FROM HIM AND REALLY GOING TO MISS HIM SERVING ON THE BOARD AND THEN YOU ALL KNOW BOARD PASSED BOARD OF TRUSTEES BILL STUBBLEFIELD SERVE FOR MANY YEARS.
I THINK MAYBE THE WHOLE TIME I'VE BEEN HERE.
SO LIKE EIGHT YEARS OR SO ON THE FOUNDATION BOARD.
HE ALSO SERVED ON THE GOLF TOURNAMENT.
SO I WILL TRACK BOTH OF THOSE GENTLEMEN DOWN AND SHAKE THEIR HAND [INAUDIBLE].
COME ON UP. I THINK WE DON'T HAVE THEM UP HERE SOON ENOUGH, BUT THIS IS ONE THAT I CALL FRIEND.
THIS IS LOLA COPPEDGE AND THE MISSION OF THE.
SHE WAS THE PAST CHAIRWOMAN OF THE PARTNERS IN EDUCATION PIE.
THE PARTNER IN EDUCATION ADVISORY COMMITTEE IS IN CHARGE WITH ITS CHARGED WITH PROMOTING, INITIATING, AND RECOGNIZING DISTRICT PARTNERS AND MOST RECENTLY WAS LED BY MISS COPPEDGE.
SHE ENDED HER SERVICE BACK IN MAY AND IF YOU ALL WILL HELP ME IN THANKING HER FOR HER SERVICE.
THANK YOU. THANK YOU SO MUCH. LUBBOCK ISD PARTNERS IN EDUCATION, IN PARTNERSHIP WITH THE LUBBOCK CHAMBER OF COMMERCE AND PARK HILL, HOSTED THE COMMUNITY PARTNERSHIP FORUM.

OUR LAST, BUT CERTAINLY NOT LEAST, KATIE, IF YOU'LL JOIN ME AT THE PODIUM.
WE'RE RECOGNIZING KATIE AS THE OUTGOING PRESIDENT OF LUBBOCK ISD.
COUNCIL, A PARENT TEACHER ASSOCIATION MOST FONDLY KNOWN AS PTA.

KATIE, FOR THE PAST TWO YEARS HAS SERVED AS THE PRESIDENT OF THE LUBBOCK ISD COUNCIL PTA.
[00:10:06]
HELP ME IN THANKING KATIE TOWNLEY.OKAY. I THINK THAT'S IT FOR OUR RECOGNITION.
ONE MORE ROUND OF APPLAUSE FOR THE HONOREES TODAY.
WE'LL OPEN THE FLOOR FOR TRUSTEE COMMENTS.
[III. Trustee Comments]

IT'S GOING TO BE A GREAT YEAR. GOD BLESS.
I WANT TO SIMPLY SAY THANK YOU SO VERY MUCH AND KEEP DOING WHAT YOU'RE DOING.
ALL RIGHT. WE WILL MOVE INTO ITEM 4.
[IV. Citizen Comments]
CITIZEN COMMENTS. THE NEXT ORDER OF BUSINESS IS CITIZEN COMMENTS.THE AUDIENCE SHALL NOT ENTER INTO DISCUSSION OR DEBATE ON THE MATTERS BEING CONSIDERED BY THE I WILL REMIND MEMBERS OF THE BOARD THAT THE CITIZEN COMMENTS SECTION OF OUR BOARD MEETING IS FOR THE PURPOSE OF LISTENING TO PATRONS, BUT WE ARE NOT ALLOWED TO COMMENT OR DEBATE ON ISSUES THAT ARE NOT POSTED.
I WOULD ASK THAT YOU CONCLUDE YOUR COMMENTS WITHIN THE TIME ALLOWED AS I CALL YOUR NAME.
IF YOU WOULD PLEASE COME TO THE PODIUM AND STATE YOUR NAME FOR THE RECORD.
I'D LIKE TO INVITE LAUREN SMITH TO THE PODIUM.
GOOD MORNING LAUREN. LAUREN SMITH.
ROLLO. MY NAME IS LAUREN SMITH, AND I'M THE PRESIDENT OF THE LUBBOCK EDUCATORS ASSOCIATION, THE LOCAL AFFILIATE OF THE TEXAS STATE TEACHERS ASSOCIATION, REPRESENTING OVER 1400 MEMBERS.
I'D LIKE TO BEGIN MY REMARKS BY SAYING THAT I'VE HEARD FROM MANY OF OUR MEMBERS OVER THE LAST 24 HOURS WANTING TO BE HERE TO TELL YOU THEIR STORIES PERSONALLY, BUT BECAUSE OF THE 7 A.M. MEETING TIME, THEY ARE UNABLE TO DO SO.
WHEN I STOOD BEFORE YOU IN MAY, I WAS HAPPY TO THANK YOU FOR THE ESSER PAYMENT PLANS THAT HELPED SO MANY EMPLOYEES DURING A STRETCH OF TIME WHEN INFLATION WAS SOARING AND OUR EMPLOYEES NEEDED EXTRA FUNDS.
IN JUST OVER 24 HOURS, WE HAD OVER 1171 RESPONSES TO THE SURVEY.
IF THAT DOESN'T TELL YOU THAT PEOPLE ARE ALARMED, I DON'T KNOW WHAT WILL.
OF THAT, THE RESPONDED 94.5% PARTICIPATED IN THE LUBBOCK ISD HEALTH PLAN, 75.1 STATED THAT THE EMPLOYEE AND OR MEMBERS OF THEIR FAMILY WOULD HAVE TO GO WITHOUT COVERAGE IN LISD IF THE INCREASE PASSES.
FINALLY, WE ASKED RESPONDENTS TO LET US KNOW IF THEY WANTED US TO ASK YOU TO VOTE FOR OR AGAINST THE PREMIUM INCREASES, SINCE THE MEETING WAS AT A TIME THAT THEY ARE UNABLE TO ATTEND, AND ALMOST UNANIMOUS AMOUNT OF 99.6% OR 1166 EMPLOYEES ASK YOU TO VOTE AGAINST THE INCREASE COMPARED TO THE POINT 4 OR 5 EMPLOYEES THAT ASKED YOU TO VOTE FOR THE INCREASES.
[00:15:07]
I'VE ALSO HEARD THAT FROM SOME OF OUR BEST LONG TIME VETERAN TEACHERS, IT WILL BE CHEAPER TO RETIRE THAN TO REMAIN IN THE DISTRICT.EMPLOYEES THAT HAVE STUDENTS IN OUR DISTRICT ARE VERY CONCERNED ABOUT HOW THIS WILL.
THEY WILL AFFORD MEDICAL CARE AND MEDICATIONS FOR THEIR CHILDREN.
ARE YOU OKAY WITH THEM DOING WITHOUT A PAYCHECK BECAUSE OF THE PROPOSED INCREASES? THAT IS WHAT HAS BEEN SAID TO ME AND I WANT TO SHARE THAT WITH YOU.
WE UNDERSTAND COSTS ARE RISING, BUT THIS PROPOSAL IS UNACCEPTABLE AND NEEDS TO BE WORKED ON FURTHER.
PLEASE LISTEN TO YOUR CONSTITUENTS AND PLEASE VOTE NO.
THANK YOU SO MUCH FOR YOUR TIME AND YOUR COLLABORATION.
THANK YOU LAUREN. NEXT, I WOULD LIKE TO INVITE TANA WEILER TO THE PODIUM.
GOOD MORNING, BOARD OF TRUSTEES AND DOCTOR ROLLO.
THIS MORNING, I'D LIKE TO READ YOU ONLY TEN OUT OF OVER 1100 COMMENTS THAT MEMBERS LEFT IN OUR SURVEY, SO THAT YOU GET AN IDEA OF THE FEELINGS THAT PEOPLE ARE HAVING, ESPECIALLY SINCE THEY ARE NOT ABLE TO ATTEND TO 7 A.M.
MEETING. FIRST COMMENT I UNDERSTAND THAT EVERYTHING IS INCREASED IN PRICE.
I ALSO UNDERSTAND THE FINANCIAL STATE OF EDUCATION IN TEXAS.
I CANNOT IMAGINE OVER $400 IN AN INCREASE FOR A FAMILY.
THAT DOESN'T SEEM FEASIBLE FOR ANYONE.
I FEAR MANY OF OUR FAMILIES WILL HAVE TO FORGO INSURANCE JUST TO KEEP FOOD ON THE TABLE.
TWO MY WIFE AND I ARE BOTH EDUCATORS, AND ALL THREE OF OUR CHILDREN ARE LISD KIDS.
I FEEL THAT THIS DRASTIC INCREASE SHAKES THE FOUNDATION OF OUR LOYALTY AND OUR TRUST.
WE DEPEND ON LOWER PREMIUMS AND HEALTH.
HEALTH CREDIT HAS BEEN AN INCENTIVE FOR US TO MAINTAIN OUR HEALTH TO A MANAGEABLE LEVEL.
I ONLY ASK TO RECONSIDER THIS DRASTIC INCREASE TO PROTECT THE HEALTH OF STAFF AND FAMILIES.
THREE THE INCREASES ARE EXTREMELY DRAMATIC IN A TIME WHERE OUR PAY HAS NOT INCREASED.
I FIRMLY BELIEVE THAT THIS INCREASE WOULD CAUSE MORE QUALITY TEACHERS TO SEEK EMPLOYMENT ELSEWHERE.
AFFORDABLE INSURANCE IS ONE THING THAT SETS LISD APART FROM FRIENDSHIP AND COOPER.
I'M VERY DISAPPOINTED IN THE PROPOSAL FOR A HEALTH INSURANCE PREMIUM INCREASE.
FIVE PLEASE VOTE AGAINST THE PREMIUM INCREASES.
THIS INCREASE WILL TAKE AWAY FROM THOSE ALREADY STRUGGLING TO GET BY.
OUR PARAPROFESSIONALS ARE UNDERPAID AS IT IS, AND WOULD BE HARD PRESSED TO CONTINUE WORKING WITH THE INCREASES OF THIS MAGNITUDE SEVEN WHILE WE ARE CALLED TO SERVE EACH CHILD EVERY DAY, WE MUST STILL RAISE OUR OWN AND PROVIDE FOR THEM.
HOWEVER, THIS DECREASE IN OVERALL PAY WOULD IMPACT GROCERIES, ACCESS TO MENTAL HEALTH CARE NOT COVERED BY INSURANCE FOR MOST PROVIDERS, AND MISSED MEDICATIONS DUE TO LESS EXPENDABLE INCOME.
PLEASE SHOW YOUR SUPPORT FOR PUBLIC EDUCATION AND ITS TIRELESS EMPLOYEES.
NINE. THIS WOULD BE A HUGE HARDSHIP FOR OUR FAMILY.
WE BOTH WORK FOR LISD AND THIS INCREASE IS MORE THAN WHAT OUR PAY RAISE IS GOING TO BE.
CAUSE US EXCUSE ME, BECAUSE WE WON'T BE ABLE TO AFFORD IT.
SO HURTFUL IN A TIME THAT FOOD PRICES ARE GONE OUT, HAVE GONE OUT THE ROOF, AND WE'RE ALL TRYING TO MAKE ENDS MEET, AND THEN OUR INSURANCE GOES UP ALMOST TWICE AS MUCH AS WHAT IT IS. I JUST CAN'T BELIEVE THIS IS HAPPENING.
[00:20:02]
TEN AND LASTLY, WHILE WE REALIZE THAT INSURANCE IS AN EVER INCREASING COST AND THE EFFECTS OF THE COST TO LISD, THE COMBINATION OF INCREASE IN PREMIUMS AND LOWER AMOUNT OF WELLNESS CREDIT PUTS A MAJOR HARDSHIP ON EMPLOYEES, ESPECIALLY EMPLOYEES THAT ARE HOURLY AND ARE ON THE LOWER END OF OUR PAY SCALE.IT SEEMS THAT WHILE THE BOARD WANTS TO TRY AND DO THE RIGHT THING, THEY MAY NOT BE LISTENING TO HOW THE EMPLOYEES FEEL ABOUT SOME CHANGES IF YOU CONTINUE TO TAKE AND NEVER MAKE ANY ALLOWANCES FOR CARING ABOUT EMPLOYEES, YOU'LL LOSE THEM TO NEIGHBORING DISTRICTS THAT PAY THE SAME, SOMETIMES SLIGHTLY MORE, JUST TO TRY AND STAY AHEAD.
I CARE FOR THE STUDENTS AND FOR LISD AS A DISTRICT.
HOWEVER, I RARELY FEEL HEARD REGARDING THESE SORTS OF ISSUES.
LEA APPRECIATES YOU LISTENING TO JUST A SAMPLING OF THE COMMENTS WE RECEIVED IN OUR SURVEY, AND HOPE THAT YOU WILL TAKE THEM TO HEART WHEN YOU CAST YOUR VOTE LATER ON THIS MORNING. PLEASE VOTE AGAINST THE PLAN STRUCTURE AND THE PREMIUMS. THANK YOU. THANK YOU, MISS WHEELER.
I'D LIKE TO INVITE BRENDA GOLDEN TO THE PODIUM.
BRENDA. THANK YOU. ESTEEMED BOARD MEMBERS AND DOCTOR ROLLO.
I COME HERE TO EXPRESS MY CONCERNS AS AN EDUCATOR.
I TOO LIVE PAYCHECK TO PAYCHECK.
THIS PAY THIS INSURANCE PREMIUM INCREASE IS GOING TO COST MY FAMILY $425 A MONTH, $425.
THAT'S SOME MONEY THAT I SEND TO MY MOTHER EVERY MONTH SINCE MY FATHER PASSED, BECAUSE SHE'S AN IMMIGRANT, AND THERE ARE SOME THINGS THAT IMMIGRANTS CAN'T DO AND PAY FOR BECAUSE THEY LACK SOME OF THE EDUCATION THE REST OF US HAVE.
I'M A HUMBLE PERSON AND I'M SCARED AND I'M ANGRY, BUT I WANT YOU TO SEE A FACE OF YOUR EDUCATORS THAT ARE IN YOUR SCHOOL DISTRICT. I BUY MY CLOTHES FROM THRIFT STORES.
SO YOU ALL KNOW ABOUT THAT CLEARANCE AT UNITED.
BUT I WANT TO COME TO YOU AND ASK THAT YOU GUYS LOOK IN SEARCH UNDERNEATH THE COUCHES, UNDERNEATH WHEREVER YOU CAN TO FIND MONEY TO HELP US, BECAUSE THIS IS GOING TO BE DIFFICULT ON YOUR EDUCATORS AND OUR.
I TALKED TO SOME SECRETARIES IN MY BUILDING.
THEY'RE GOING TO HAVE TO QUIT THEIR JOBS.
THEY'RE NOT GOING TO BE ABLE TO AFFORD CHILD CARE AND BE ABLE TO COME TO WORK.
THANK YOU SO MUCH FOR YOUR CONSIDERATION.
THANK YOU. THANK YOU, MISS GOLDEN.
I'D LIKE TO INVITE ANDREA MONTEMAYOR TO THE PODIUM.
OKAY. ANDREA IS NOT HERE TODAY.
I'D LIKE TO INVITE SPENCER HENRY TO THE PODIUM.
I'D LIKE TO INVITE JEANETTE DIAZ RAMIREZ TO THE PODIUM.
OKAY. I'D LIKE TO INVITE MATT MEDLIN TO THE PODIUM.
OKAY. LAST KATY GALLAGHER, I'D LIKE TO INVITE YOU TO THE PODIUM.
KATIE, PLEASE. TRUSTEE IS [INAUDIBLE].
I WAS A TEACHER WITH LISD FOR THE PAST 12 YEARS.
I SAY WAS BECAUSE I LEFT IN DECEMBER.
TEACHING WAS MY CALLING, BUT I LEFT.
I WALKED AWAY FROM THAT CAREER THAT I LOVED, AND I DID REALLY, REALLY WELL.
NOW THAT I'M IN THE PRIVATE SECTOR, I HAVE ROOM TO BREATHE.
BUT I DID SO AND I'M SO VERY THANKFUL THAT I GOT OUT WHEN I DID.
I WAS A MASTER LEVEL TIA TEACHER.
I HAD RECEIVED ONE PAYOUT BEFORE I QUIT.
I WALKED AWAY FROM THAT EXTRA MONEY THAT I HAD TO JUMP THROUGH RIDICULOUS FLAMING HOOPS TO OBTAIN TO BEGIN WITH, BUT I WALKED AWAY FROM IT AND I DON'T REGRET THAT.
[00:25:04]
WHEN I FIRST WAS TOLD I WAS DESIGNATED, I THOUGHT, WOW, I'M FINALLY ALMOST GETTING PAID WHAT I'M WORTH AND THAT WAS WITH A $17,000 $10,000 PAYOUT.I ACTUALLY WALKED AWAY WITH ABOUT 11 BECAUSE OF TAXES AND OBVIOUSLY THE 10% THAT I EARNED, BUT THE DISTRICT KEEPS SO I DID ALL OF THAT BECAUSE I NEEDED TO DO WHAT WAS BEST FOR MY FAMILY AND TEACHING IS NO LONGER IT.
TEACHING IS NOT A CAREER THAT YOU CAN RETIRE IN ANY LONGER.
I MISS TEACHING EVERY DAY, I MISS KIDS.
I WAS VERY GOOD AT TEACHING KIDS AND RELATIONSHIPS WITH KIDS, BUT I MISS ABSOLUTELY NOTHING THAT HAS TO DO WITH THE ADULTS IN EDUCATION AND JUST SO WE'RE CLEAR, EVEN WITH A MASTER'S DEGREE AND A TIA STIPEND, I WAS MAKING MAYBE 62,000 BEFORE TAXES.
TEACHING IS NOT A FAMILY FRIENDLY CAREER.
I COULDN'T ATTEND MUFFINS WITH MOMS BECAUSE I HAD TO RUN AWAY TO MY OWN CLASSROOM IN THE MORNINGS.
THERE WAS NOT A WORK LIFE BALANCE, AND THE FACT THAT PEOPLE ARE SO CLEARLY ABUSED AND TEACHERS ARE SO TRAPPED BECAUSE OF PAY, THIS PROPOSED INSURANCE PREMIUM JUST SEEMS SO INHUMANE, DEMORALIZING AND DOWNRIGHT DISRESPECTFUL.
TEACHERS STRUGGLE TO FEED THEIR FAMILIES AND THIS WILL FORCE MANY, ESPECIALLY THE SINGLE MOM EDUCATORS THAT I HAVE SPOKEN TO HAVE TO SACRIFICE EVEN MORE JUST TO PROVIDE THE BASIC NEEDS FOR THEIR CHILDREN.
BUT ALL OF AND BUY ONE MORE MINUTE, PLEASE.
ALL OF THIS TO SAY THAT WE AREN'T DUMB AND WE CAN DO THE MATH.
TEACHERS WERE ALSO TOLD THAT THEIR WORK DAYS WERE EXTENDED THIS YEAR FROM 405 TO 430.
THAT WAS THE TIME IN WHICH TEACHERS TUTORED FOR EXTRA PAY AFTER SCHOOL AND I'M ASSUMING THAT THE DISTRICT REALIZED THAT IF WE MANDATE THAT THEY'RE THERE TILL 4:30, THEY'RE STILL GOING TO TUTOR. WE JUST DON'T HAVE TO PAY THEM ANY LONGER AND THAT'S WHAT GOOD TEACHERS WILL DO.
THEY'LL CONTINUE TO EDUCATE KIDS FROM 4:05 TO 4:30 WITHOUT THE ADDITIONAL PAY THAT THEY DEPENDED ON.
SO I'LL END WITH THIS, I DON'T SEE, IT CHANGING.
I SEE INCREDIBLE EDUCATORS LIKE MYSELF WALKING AWAY ALTOGETHER.
BECAUSE TO BE HONEST, COMPENSATION IS THE BEST WAY TO HONOR YOUR EMPLOYEES AND RESPECT YOUR TEACHERS AND LISD SEEMS TO FAIL YEAR AFTER YEAR AFTER YEAR AT THIS. SO WHEN WILL THIS ABUSE STOP? THANK YOU.
THAT CONCLUDES CITIZEN COMMENTS.
THANK YOU ALL. WE WILL MOVE ON TO CONSENT AGENDA ITEM FIVE.
[V. Consent Agenda]
CONSIDER BOARD APPROVAL.THE MINUTES FOR THE REGULAR MEETING AND WORKSHOP HELD JULY 25TH, 2024.

[VI.A. Approval of Memorandum of Understanding with Lubbock Habitat for Humanity]
APPROVAL OF MEMORANDUM OF UNDERSTANDING OR MOU WITH LUBBOCK.SO LUBBOCK ISD HAS PARTNERED WITH LUBBOCK HABITAT FOR HUMANITY FOR SEVERAL YEARS, BUT WE NEVER HAD A FORMAL AGREEMENT IN PLACE AND SO THIS IS A NEW MEMORANDUM OF UNDERSTANDING BETWEEN LUBBOCK ISD AND HABITAT FOR HUMANITY.
THIS ALLOWS OUR STUDENTS, STUDENTS WHO ARE WORKING IN THE CTE CAREER PATHWAYS TO HAVE REAL WORLD EXPERIENCE IN ACTUALLY BUILDING A HOUSE, AND THEY WORK ON THEIR PLUMBING SKILLS.
ELECTRICIAN SKILLS, ALL OF THE THINGS THAT GO INTO BUILDING A HOUSE, IT'S REAL WORLD EXPERIENCE AND THEN THAT HOUSE IS THEN DONATED TO HABITAT FOR HUMANITY TO SERVE A FAMILY IN OUR COMMUNITY.
WE ARE WORKING WITH COMMUNITY PARTNERS TO GARNER RESOURCES TO COVER THE COST, AS SOME OF THE COSTS HAVE BEEN, SOME OF THE FUNDING THAT CAME DIRECTLY FROM HABITAT FOR HUMANITY HAS BEEN CUT.
SHE'S HERE TODAY AND RANDALL HUST FOR THEIR WORK ON THIS.
WE'VE DONE THIS LIKE 18 HOUSES OR SOMETHING LIKE THAT, SOME 2024.
OH MY GOSH. IT'S JUST AMAZING.
[00:30:01]
YES. GOOD JOB.ALRIGHT. DO YOU HAVE A MOTION TO APPROVE THE MOU WITH LUBBOCK HABITAT FOR HUMANITY? SO MOVED. THANK YOU. IS THERE A SECOND? SECOND. THANK YOU.

ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.
[VI.C. Approval of Memorandum of Understanding with Lubbock Christian University for Direct Admission Program]
YES. SO THIS IS A NEW AGREEMENT THAT WE ARE VERY EXCITED ABOUT AND I WANT TO THANK DOCTOR SCOTT MCDOWELL AND THE PRESIDENT OF LCU FOR HIS VISION AROUND THIS.BUT HE REALLY WANTS LUBBOCK STUDENTS TO CONSIDER LUBBOCK CHRISTIAN UNIVERSITY BECAUSE IT'S IN OUR BACKYARD AND SO THEY ARE PARTNERING WITH US TO OFFER EARLY AND DIRECT ADMISSION TO STUDENTS WHO MEET CERTAIN CRITERIA WITH REGARD TO THEIR GPAS AND THIS EARLY DIRECTED MITTENS WILL ALLOW THEM TO HAVE LOTS OF SCHOLARSHIP OPPORTUNITIES EARLY ON.
SO WE ARE JUST GRATEFUL FOR THIS PARTNERSHIP AND THANKFUL TO LUBBOCK CHRISTIAN UNIVERSITY.
WHAT IS THE CRITERIA? KATHY I DON'T KNOW THAT THAT.
OKAY. A GRADE POINT AVERAGE OF 3.0 OR HIGHER.
OKAY, GOOD. SO THEY DON'T HAVE TO.
NO REQUIREMENTS OTHER THAN THAT'S ALL THEY HAVE TO HAVE.
NICE. YES. THAT'S EASY ENOUGH.
YEAH. WELL, I THINK IT'S EASY.
DO I HAVE A MOTION TO APPROVE THE MOU WITH LCU FOR THE DIRECT ADMISSION PROGRAM? SO MOVED. THANK YOU. I HAVE A MOTION AND A SECOND.
ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.
AYE. ANY OPPOSED? SAME SIGN. MOTION CARRIES UNANIMOUSLY.
[VII.A. Designation of Board Delegate and Alternate for the Texas Association of School Boards 2024 Delegate Assembly]
MOVING ON TO ADMINISTRATIVE ACTION ITEMS. DESIGNATION OF BOARD, DELEGATE AND ALTERNATE FOR THE TEXAS ASSOCIATION OF SCHOOL BOARDS, OR TASB 2024 DELEGATE ASSEMBLY.DOCTOR ROLLO. I'LL LET YOU EXPLAIN.
YES AND SO IT IS THAT TIME OF YEAR WHERE THIS BOARD WILL ELECT ONE OF YOU TO SERVE AS THE TASB DELEGATE FOR THIS ASSEMBLY THAT WILL TAKE PLACE IN SAN ANTONIO ON SATURDAY, SEPTEMBER 28TH OF THIS YEAR IN CONJUNCTION WITH TSA AND SO WE NEED TO ELECT A DELEGATE AND THEN AN ALTERNATE AND JUST FOR SOME OF OUR NEW BOARD MEMBERS INFORMATION THAT IS REALLY SOME LEGISLATIVE ADVOCACY ITEMS THAT THEY DISCUSS.
FINALIZING THE LEGISLATIVE ADVOCACY AGENDA FOR TASB AND TSA.
AND IT'S THERE'S JUST THERE'S REPRESENTATIVES FROM EVERY DISTRICT THAT'S THERE AT TASB.
SO IT'S AN INTERESTING PROCESS.
SO I THINK MOST OF US HAVE ALREADY GONE.
SO I THINK SOME OF YOU GUYS THAT IF YOU'RE INTERESTED, I WOULD DEFINITELY DO IT.
BUT WE'RE NOT GOING TO HAZE YOU GUYS DO YOUR OWN USUALLY.
OH YOU'RE GOING TO. USUALLY IT IS.
WELL, THE FLOOR IS OPEN FOR MOTIONS TO APPOINT THE BOARD DELEGATE.
I'M NOT DOING THAT. SO I WOULD LIKE TO NOMINATE NANCY SHARP.
OKAY. WE HAVE A MOTION A SECOND FOR NANCY TO BE OUR BOARD DELEGATE.
FOR THE TASB 2024 DELEGATE ASSEMBLY.
ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.
AYE. THOSE OPPOSED? SAME SIGN. MOTION CARRIES.
CONGRATULATIONS. NOW WE WILL ELECT AN ALTERNATE IN CASE SOMETHING COMES UP AND NANCY CAN'T ATTEND.
CAN THE ALTERNATE ATTEND ANYWAY? IF THEY WANT TO GO? OKAY. SO IT'S JUST ONE.
THE FLOOR IS OPEN FOR MOTIONS TO APPOINT THE BOARD ALTERNATE.
I NOMINATE MARY ANN LAWSON FOR OUR ALTERNATE.
WE HAVE A MOTION TO SECOND FOR TRUSTEE LAWSON TO BE OUR DELEGATE TO THE TASB 2024 DELEGATE ASSEMBLY.
ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.
AYE. ANY OPPOSED? SAME SIGN. MOTION CARRIES UNANIMOUSLY.
[VII.B. Endorsement of Nominee for the Region 17 Position on the TASB Board of Directors]
[00:35:04]
SO, DOCTOR ROLLO, I'LL LET YOU KIND OF WALK US THROUGH THIS, BECAUSE I DON'T RECALL HAVING TO DO THIS BEFORE.SOMETIMES YOU HAVEN'T HAD TO DO THIS BECAUSE THERE'S ONLY BEEN ONE PERSON WHO HAS EXPRESSED INTEREST, BUT THIS TIME YOU HAVE TWO WHO HAVE EXPRESSED INTEREST IN SERVING AS THE REGION 17 DELEGATE AND WE SENT THEIR BIOS TO YOU IN THE SUPERINTENDENT UPDATE.
CARLOS BETANCOURT IS THE INCUMBENT CANDIDATE WHO'S SEEKING REELECTION, AND HE CURRENTLY SERVES ON THE SLAYTON ISD BOARD OF TRUSTEES AND THEN SILVIA DE LA GARZA CURRENTLY SERVES ON THE PLAINVIEW ISD BOARD OF TRUSTEES AND SO WE NEED TO ELECT ONE OF THOSE TO REPRESENT AS OUR VOTE FOR LUBBOCK ISD FOR REGION 17.
WELL, I'D LIKE TO NOMINATE CARLOS BETANCOURT.
I KNOW HIM, I KNOW THE WORK HE'S DONE.
WE'VE WORKED COLLECTIVELY TOGETHER.
OKAY, SO WE HAVE A NOMINATION.
DO WE HAVE A SECOND? I'LL SECOND. OKAY.
WE HAVE A MOTION AND A SECOND FOR CARLOS BETANCOURT.
AS LUBBOCK ISD'S NOMINEE FOR THE REGION 17 POSITION ON THE BOARD OF DIRECTORS.
OKAY. ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.

[VII.C. Approval of Resolution Authorizing the Defeasance and/or Redemption of Certain Outstanding Bonds of the LubbockIndependent School District]
DOCTOR WILKINS, YOU HAVE.THANK YOU. PRESIDENT BRIDGES AND THE BOARD OF TRUSTEES AND DOCTOR ROLLO.
WE'VE PAID ALL CALLABLE DEBT OFF, SO WE NEED TO SET UP AN ESCROW ACCOUNT TO FUNNEL THOSE FUNDS INTO.
SO WHEN CALLABLE DEBT COMES DUE WE CAN PAY THOSE OFF AT THAT TIME.
SO THAT'S WHAT THIS IS IN REGARDS TO AT THIS TIME AND IT'S PROJECTED TO SAVE APPROXIMATELY, 3 MILLION IN INTEREST IS WHAT THIS WILL SAVE. THAT WAS TO SAVE THE 3 MILLION.
IS THAT WHAT YOU SAID? YES, MA'AM.
I DIDN'T HEAR THAT. THANK YOU.
OKAY. ANY QUESTIONS? I WOULD JUST THINK IT'S IMPORTANT TO NOTE THAT WHILE THERE IS A SAVINGS HERE, THIS IS IN OUR INTEREST AND SINKING.
YES. THIS HAS NOTHING TO DO WITH OUR MAINTENANCE AND OPERATIONS BUDGET.
THANK YOU FOR CLARIFYING. THEREFORE, THIS CANNOT BE USED TO DEFER ANY OTHER EXPENSES.
ALL RIGHT. DO I HAVE A MOTION TO APPROVE THE ESTABLISHMENT OF AN ESCROW ACCOUNT IN THE ORDER AUTHORIZING THE PARTIAL REDEMPTION OF UNLIMITED TAX REFUNDING BONDS TAXABLE SERIES, 2019. SO MOVED.
IS THERE A SECOND? JOHN. THANK YOU.
I'M SORRY. I DIDN'T HEAR YOU. JOHN. ALRIGHT.
WE HAVE A MOTION A SECOND. ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.
AYE. ANY OPPOSED? SAME SIGN. THANK YOU.
ALL RIGHT. WE WILL DIVE INTO APPROVAL AND DISCUSSION OF THE HEALTH INSURANCE PLAN.
[VII.D. Approval of Health Insurance Plan, Wellness Credit, Prescription Drug Plan and Dental Plan for 2025]
WELLNESS CREDIT, PRESCRIPTION DRUG PLAN AND DENTAL PLAN FOR 2025.THANK YOU, MISS BRIDGES. THE NEXT TWO ITEMS ARE ASSOCIATED WITH THE EMPLOYEE HEALTH PLAN.
THE FIRST ITEM THAT WE WILL PRESENT TO YOU IS THE ACTUAL COVERAGE OF THE PLAN ITSELF.
THE SECOND ITEM WILL BE THE EMPLOYEE PREMIUMS ASSOCIATED WITH THAT PLAN.
SHE HAS BEEN INSTRUMENTAL IN GETTING US TO THIS POINT.
LISA. GOOD MORNING, PRESIDENT BRIDGES, BOARD OF TRUSTEES AND DOCTOR ROLLO.
AS YOU KNOW, FOR MONTHS, MAYBE YEARS, WE'VE BEEN WORKING DILIGENTLY TO TRY TO COME TO A RESOLUTION OF AFFORDABLE HEALTH PLAN FOR OUR DISTRICT. EVERY YEAR, ABOUT THIS TIME, WE APPROVE A PLAN.
THE COMPONENTS OF 2025 PLAN BASED ON OUR CLAIMS HISTORY AND OUR.
WE'VE ALSO ENLISTED OUR HEALTH CARE EXPERTS.
HEATHER REYNOLDS AND JULIE BARNHILL ARE ALSO HERE.
WE'VE HAD AN ACTUARIAL COMPANY.
LOOK AT IT TO JUST TRYING TO LOOK AT EVERYTHING WE CAN.
WE'VE ALSO CONTINUED TO LOOK AT OUR FUNDING FOR 25, 26 AND 27 AS A SELF-FUNDED PLAN.
AS YOU KNOW, WE DON'T UTILIZE AN AGENT OR AN INSURANCE AGENT.
WE WORK CLOSELY WITH BLUE CROSS BLUE SHIELD AND CVS, WHO ARE OUR THIRD PARTY ADMINISTRATORS, TO MANAGE OUR CLAIMS AND JUST WANTED TO MENTION ALSO THAT THE MAJORITY OF OUR MONEY 90%, GOES TO PAY CLAIMS. THE OTHER 10% ARE FOR THOSE COMPANIES TO MANAGE THOSE CLAIMS, BILL THOSE CLAIMS AND TO BE PART OF THEIR NETWORK OF THE HEALTH PLAN.
[00:40:04]
AFTER THAT, THE PREMIUM STRUCTURE AND OKAY, THE INFORMATION IS THERE.I KNOW THAT WE HAVE RECEIVED THE ACTUAL STRUCTURE OF THE HEALTH PLANS.
ARE THERE ANY QUESTIONS? DO WE WANT TO RUN THROUGH THAT? JUST KIND OF TALK ABOUT HIGHLIGHTS OF I'D BE HAPPY TO DO THAT IF YOU'D LIKE.
OKAY. AS YOU KNOW WE LOOKED AT OUR HEALTH PLAN COMPONENT AND OUR CURRENT RATES.
YES. AS YOU KNOW, WE'VE LOOKED AT OUR CURRENT STRUCTURE AND APPLIED THE SAME FORMULA.
IF WE DID NOT DO ANYTHING DIFFERENT.
LEFT THE PLAN EXACTLY AS IT IS FOR THIS YEAR, FOR NEXT YEAR AND BASED ON OUR HIGH CLAIMS AND WHEN I SAY HIGH CLAIMS, THAT'S REALLY WHAT'S DRIVING THE INCREASED NEED FOR OUR PLAN WE'VE HAD FOR THE LAST TWO YEARS.
CATASTROPHIC CLAIMS. LAST YEAR, OVER $4 MILLION ADDITIONAL IN CATASTROPHIC CLAIMS AND THIS YEAR WE'RE TRENDING ABOUT THE SAME.
IF WE LEFT THE PLAN AS IT IS, BASED ON OUR CONTRIBUTIONS, THE EMPLOYEES CURRENT CONTRIBUTIONS FIXED CLAIM FIXED EXPENSES, IT WOULD LEAVE US IN WITH A DEFICIT OF 6.993 MILLION PLUS.
IF YOU THINK WE'RE TRENDING TOWARDS A $4 MILLION ADDITIONAL HIGH CLAIMS. THAT'S $10 MILLION RIGHT THERE.
WE ESTIMATE OUR CLAIMS FOR NEXT YEAR TO BE AT A BASE OF $26.1 MILLION, AND HIGH CLAIMS COULD BE CLOSE TO $30 MILLION.
THAT'S AROUND $16 MILLION A YEAR.
COMPARED TO OTHER LOCAL DISTRICTS THAT CONTRIBUTE 325 PER EMPLOYEE PER MONTH.
SO WE ARE ONE OF THE HIGHEST CONTRIBUTORS AND THEN THE EMPLOYEES CURRENT RATES.
OVERALL, BASED ON THAT CONTRIBUTION AND SOME UNIQUE THINGS THAT WE HAVE AS PART OF OUR PLAN.
I WANT TO HIGHLIGHT THAT WE'RE SET IN PLACE MANY YEARS AGO IS OUR WELLNESS PROGRAM.
ALSO, OUR ZERO COPAY CLINICS IS SIGNIFICANT TO POINT OUT THAT IS FOR EVERY EMPLOYEE, MEMBER OF THE HEALTH PLAN AS WELL AS THEIR THEY'RE DEPENDENTS THAT ARE ON THE INSURANCE.
THAT'S FREE VISITS TO UP TO ABOUT I THINK UMC, WE'VE PARTNERED WITH UMC ZERO COPAY CLINICS.
WE'RE TRENDING TOWARDS 99,900 VISITS THIS YEAR TO THAT ZERO COPAY CLINIC.
WE PAY CLOSE TO $1.7 MILLION, OR WE'RE TRENDING TOWARDS $1.7 MILLION ADDITIONAL THAT THE DISTRICT PAYS FOR THAT ZERO COPAY CLINIC FOR OUR EMPLOYEES.
THAT ALSO INCLUDES ZERO COPAY PRESCRIPTIONS.
I'M NOT AWARE OF ANY OTHER DISTRICT, CERTAINLY IN OUR AREA, THAT OFFERS THAT CARVE OUT PROGRAM.
WE ALSO HAVE A LIVING BETTER DIABETES PROGRAM, FLU VACCINES AND SO ON.
I DON'T WANT TO CONTINUE TO GO OVER THAT.
I WOULD ALSO WANT TO POINT OUT THAT OVER A PERIOD OF SEVEN YEARS, DUE TO CLAIMS AND CLAIMS TRENDING, WHICH REALLY STARTED IN 2021 POST COVID, THAT'S WHEN WE SAW A SIGNIFICANT IMPACT.
YOU KNOW, THINGS SORT OF SHUT DOWN IN 2020.
SURGERIES WEREN'T REALLY HAPPENING.
AS YOU KNOW, I WORKED IN HEALTHCARE.
THERE WERE SOME THINGS NOT HAPPENING.
BUT OVER THE PAST SEVEN YEARS, IN ADDITION TO THAT, AROUND 16 MILLION A YEAR THAT YOU'RE THE DISTRICT IS CONTRIBUTING JUST TO HELP WITH PREMIUMS. WE'VE YOU AS A BOARD HAVE APPROVED INFUSING ANOTHER 9.08 MILLION TO HELP FUND THE PLAN BECAUSE OF HIGH COST CLAIMS. OUR CLAIMS STARTED LOOKING BACK AROUND 16 MILLION, 16.6 MILLION IN 2018.
THEY'VE INCREASED SIGNIFICANTLY.
FROM IF YOU LOOK AT 2020, IT WAS AT 17.7 MILLION.
IN 2021, WE JUMPED TO OVER 22 MILLION IN CLAIMS AND AGAIN, WE'RE PREDICTING IN 2024 THIS YEAR, 24 TO 25 MILLION IN CLAIMS AND 25-26 MILLION IN CLAIMS BASED CLAIMS. SO BACK TO THE BASE AMOUNT.
[00:45:04]
19.1 MILLION TO PAY CLAIMS OF 26.1 MILLION.TRUSTEE'S ALL OPEN FOR QUESTIONS.
I MEAN, NOBODY WANTS TO PAY MORE FOR ANYTHING AND THEY WORK THEIR TAILS OFF AND SO I DON'T I THINK I CAN SPEAK FOR EVERYBODY UP HERE AND THE GENTLEMAN THAT'S NOT HERE, NOBODY. NOBODY HAPHAZARDLY WANTS TO INCREASE ANYTHING.
SO, YOU KNOW, WE UNDERSTAND THE CONSTRAINTS.
BUT WOULD YOU SPEAK A LITTLE BIT TO THE PROCESS BECAUSE, I FEEL LIKE THERE'S SOME MISUNDERSTANDING WITH RESPECT TO THIS WAS DECIDED, YOU KNOW, A YEAR AGO AND KEPT IT UNDER WRAPS, KIND OF WALKED THROUGH, I THINK, TO SHARE WITH THE GENERAL POPULATION WHEN WE STARTED REVIEWING THIS, YOU KNOW, AND MAYBE EVEN MORE OF THE MULTIYEAR SINCE YOU'VE BEEN HERE, KIND OF THE PROCESS WE'VE GONE THROUGH.
SURE. I STARTED IN JULY OF 2020.
BUT OVER THE YEARS, WE'VE LOOKED AT IT EVERY YEAR AND AS, YOU KNOW, BOARD OPERATIONS AND NOW BOARD OPERATIONS AND FINANCE MEETS EVERY MONTH, SOMETIMES MULTIPLE TIMES DURING THE MONTH WHEN WE HAVE TO MAKE THOSE DECISIONS AND WE'RE LOOKING AHEAD AS I MENTIONED, NOW WE'RE LOOKING AT 27-28.
SO RIGHT NOW WE'RE LOOKING AT THOSE YEARS COMING, COMING TO US, BUT WE HAVE BEEN WORKING ON THIS SINCE LAST YEAR AND AS YOU MAY RECALL, IN DISCUSSIONS LAST YEAR, THERE WAS DISCUSSIONS ABOUT RAISING THE PREMIUMS. BUT WE WE KNEW THERE WERE PARTICULAR CHALLENGES WITH FUNDING AND DIFFERENT THINGS.
SO ONE OF THE THINGS THAT THE BOARD OPTED TO DO WAS TRY TO LOOK AT.
IS THERE A WAY TO HELP BETTER FUND BY CHANGING DEDUCTIBLES OR OUT OF POCKET MAXES WITHOUT HITTING PREMIUMS? AND AND WE DID THAT.
SO WE'VE BEEN WORKING ON THIS AND FOR A WHILE, BUT I BELIEVE IN FEBRUARY, MARCH, WE STARTED BRINGING PROPOSALS AND LOOKING AT AS THAT OF COURSE, YOUR TARGET CHANGES EVERY MONTH AS YOU HAVE CLAIMS, YOU KNOW.
SO EVEN AS TIME GOES ON, WE'VE HAD ITERATION AFTER ITERATION BECAUSE AS WE'VE HAD CLAIMS COME UP OR HIGH CLAIMS, WE'VE HAD TO LOOK AT THAT AND SEE HOW WE CAN FUND THAT. SO IT'S YOU KNOW, HONESTLY, THAT'S WHAT I'M PAID TO DO.
SO EVERY DAY, ALL DAY WE'RE LOOKING AT THAT.
BUT I KNOW WE HAVE HAD AD NAUSEAM CONVERSATIONS, REITERATED REITERATIONS.
LOOKING AT OTHER ALTERNATIVES OF JUST STOPPING THE DENTAL PREMIUM INFUSION, REDUCING THE WELLNESS CREDIT I MEAN WE EVEN DISCUSSED IS, YOU KNOW, WE DID SURVEYS IN 21, 23 AND 24 ASKING FOR INPUT ABOUT THE HEALTH PLAN AND OUR EMPLOYEES, RIGHTFULLY, AS YOU MENTIONED, WANT LOW PREMIUMS AND LOW DEDUCTIBLES, AS WE ALL DO.
THEY VOTED UNANIMOUSLY, UNANIMOUSLY ABOUT WANTING TO KEEP THE ZERO COPAY CLINICS BECAUSE WE LOOKED AND TALKED ABOUT, DO WE KEEP THE ZERO COPAY CLINICS? CAN WE USE THAT FUNDING TO HELP? THAT AND OVERWHELMINGLY CLOSE TO 90% AVERAGE, 87, 88% EMPLOYEES WANT THE ZERO CO-PAY CLINICS AND THE ZERO CO-PAY PRESCRIPTIONS.
SO WE PAY THAT DIRECTLY FOR THOSE VISITS AS WELL AS THE CO-PAY PHARMACY VISITS.
THEY WOULD HAVE TO PAY OUT OF POCKET FOR THAT VISIT THAT WOULD GO TOWARDS THEIR DEDUCTIBLE.
SO RIGHT OFF THE BAT THAT $100 VISIT $150 VISIT $200 VISIT RECENT EXPERIENCE WENT VISIT.
WE ARE TAKING THAT BURDEN OFF THE EMPLOYEE AND PAYING THAT IF THEY GO TO THOSE ZERO COPAY CLINICS WHICH HAVE PEDIATRICIANS, PRIMARY CARE, THOSE SORT OF THINGS. SO WE'RE UPFRONT, AS YOU KNOW, WE'VE REALLY LOOKED AT HOW CAN WE REDUCE UPFRONT COSTS TO OUR EMPLOYEES AND THAT ZERO COPAY CLINIC.
[00:50:03]
DOES THAT. IT ALSO DOES A QUITE A FEW THINGS IS ONE, IT GIVES THEM CARE QUICKLY BEFORE THEY GET TOO SICK.THEY CAN GO SEE A DOCTOR AND GO GET THAT PRESCRIPTION FOR WHATEVER AND NOTHING OUT OF THEIR POCKET.
BECAUSE WE WANT THEM TO GET THE CARE THEY NEED.
IF THEY GET IT SOONER, THEY WON'T GET SICKER.
THEY WON'T END UP IN THE EMERGENCY ROOM, THEY WON'T END UP IN THE HOSPITAL.
AND AGAIN, WE CARE ABOUT OUR PEOPLE AND WE DON'T WANT THAT TO HAPPEN.
SO YES, I MEAN, THAT IS WE LOOKED AT THAT, WE LOOKED AT LISA, REAL QUICK.
YES, MA'AM. I JUST WANT TO HAVE A REALLY QUICK, PLEASE IN REGARDS TO THE WELLNESS.
IT'S CALLED WELLNESS FOR A REASON.
IS IT LIMITED TO WHAT THEY CAN VISIT WITH OR FOR? FOR THE ZERO CO-PAY CLINICS? NO, MA'AM. THERE'S NO LIMIT TO THAT.
YOU KNOW, IT'S PRIMARY CARE FOR THE MOST PART.
SO, YOU KNOW, YOU COULD GO THERE.
DO YOU THINK YOU SPRAINED YOUR ANKLE? YOU COULD BE SEEN THERE, AND THEY COULD REFER YOU TO AN ORTHOPEDIST.
THEY'RE ON THE PLAN. I CAN GET THEM THERE.
FOR THE EMPLOYEES, TOO. IT ALSO OFFERS TELEMEDICINE.
THAT WAS A THAT'S, WELL UTILIZED.
FROM THAT PERSPECTIVE, THAT IS ONLY THROUGH UMC THAT THEY CAN GO THROUGH THAT.
YES, MA'AM. WE BID THAT OUT EVERY YEAR.
EVERY FIVE YEARS AT LEAST WE BID THAT OUT WITHIN A YEAR OF MY BEING HERE.
WE DO HAVE TO BID THAT OUT NEXT YEAR.
THAT'LL BE FOR 2026 AND WE'RE ALREADY OUR PARTNERS.
MARSH, MCLENNAN AND I ARE ALREADY LOOKING AT THAT.
LISA, WOULD YOU MIND SHARING HOW THIS PROPOSED PLAN COMPARES TO OUR NEIGHBORING DISTRICTS? IN PARTICULAR WHEN WE'RE TALKING ABOUT CHILDREN AND SPOUSE AND FAMILY AND THEN ALSO, I THINK IT'S IMPORTANT TO NOTE HOW THIS COMPARES WITH THE STATE TRS PLAN. YES, MA'AM.
SO WE DID REALLY LOOK AT THE YOU KNOW, WE'RE GOING FROM FOUR PLANTS TO THREE PLANTS.
ALSO TRYING TO SAVE OUR EMPLOYEES SOME MONEY AND STREAMLINE OUR PREMIUMS ACCORDINGLY.
SO EMPLOYEE ONLY, WE HAVE A BASIC HMO PLAN, AND WE HAVE TWO FEES.
WHAT'S PUBLISHED? WE HAVE TO PUBLISH IS THE BASE RATE.
WELLNESS IS A GREAT PROGRAM HERE THAT OFFERS LOTS OF RESEARCH RESOURCES TO OUR EMPLOYEES AND THEIR FAMILIES AND ALSO REMEMBER, WITH WELLNESS REAL QUICK, WE DO AN ANNUAL SCREENING FOR THOSE, A LIST OF WHAT BLOOD WORK AND THINGS LIKE THAT MANY EMPLOYEES USE FOR THEIR ANNUAL VISIT.
SO OUR BASE RATE WITH THE WELLNESS CREDIT FOR THE BASIC HMO IS $100.
A LEATHER LOCAL DISTRICT IS 97, 67 A MONTH AND THE OTHER DISTRICT IS ONE 4734 A MONTH.
ACTIVE CARE WITH TRS IS $447 A MONTH.
SO FOR EMPLOYEE AND CHILDREN IN PARTICULAR $250 A MONTH UNDER THE BASE HMO PLAN.
200 WITH THE WELLNESS CREDIT AND THAT'S A CREDIT THAT'S EASILY ACHIEVED WITH SOME GUIDELINES.
SO ANOTHER DISTRICT HERE LOCALLY, IT WOULD BE $557.11.
SO $200, 557 THE OTHER DISTRICT, $501 AND THEN TRS ACTIVE CARE IS $760. SO JUST TO CLARIFY, THAT'S FOR EMPLOYEE AND CHILDREN.
YES, MA'AM. SO $200 WITH THE WELLNESS CREDIT.
5711 AT ANOTHER DISTRICT, 501 AT ANOTHER DISTRICT, AND TRS ACTIVE CARE IS $760 AND TO CLARIFY FURTHER, THIS IS AS PROPOSED.
AS PROPOSED AND I KNOW THAT THE BOARD HAS A HEART AND WE'VE TALKED A LOT ABOUT OUR EMPLOYEES AND EMPLOYEE AND CHILDREN FOCUS TO, YOU KNOW, MANAGE THAT.
THE TRS COULD DO TRS, BUT IT WOULD COST OUR EMPLOYEES SIGNIFICANTLY MORE.
IF YOU THINK $200 VERSUS 780 OR 760, IT COST THEM MORE, YOU KNOW,
[00:55:01]
IT COSTS AND I WOULD SAY WE'VE INFUSED OVER $9 MILLION OVER THE LAST SEVERAL YEARS TO HELP KEEP PREMIUMS AS LOW AS POSSIBLE WHEN WE WERE NOT ABLE TO COVER OUR CLAIM COSTS.YES, WITH VERY LITTLE NEW MONEY FROM THE STATE.
THERE IS NOWHERE TO PULL MONEY TO INFUSE INTO THE HEALTH SYSTEM IF WE CANNOT COVER CLAIM COSTS.
IT WOULD ADD TO OUR ALREADY DEFICIT BUDGET AND I WOULD JUST COMMENT.
WE'RE TRENDING TO 4 MILLION IN CATASTROPHIC CLAIMS AS WE SPEAK RIGHT NOW.
WE HAD OVER 4 MILLION UNEXPECTED CATASTROPHIC CLAIMS LAST YEAR.
RIGHT NOW IT'S AT 3.1 PER MILLION FOR 3RD JUNE.
LISA, FIRST, I WANT TO THANK YOU BECAUSE I KNOW AS THE NEW KID ON THE BLOCK, WE'VE ASKED A MILLION QUESTIONS AND YOU HAVE COME UP WITH ANOTHER PROPOSAL AND ANOTHER PROPOSAL AS WE TRY TO FIGURE OUT HOW TO DO THIS.
I THINK THE PROBLEM IS THAT THE DISTRICT HAS BEEN ABLE TO INFUSE MONEY TO COVER THAT IN THE PAST.
WE DON'T HAVE THAT MONEY TO DO THAT.
WE ALREADY ARE IN A DEFICIT BECAUSE THE STATE HAS FAILED TO FUND US FULLY AND SO I APPRECIATE WHAT YOU'VE DONE AND NONE OF US WANT TO VOTE FOR THIS KIND OF PREMIUM INCREASE.
BUT I DO THINK IT'S IMPORTANT TO TALK ABOUT WHEN WE LOOK COMPARED AND WHEN WE LOOKED AT THE NUMBERS, OUR DISTRICT IS MUCH MORE AFFORDABLE THAN OUR NEIGHBORING DISTRICTS, CERTAINLY BETTER THAN THE TRS PLAN.
I CAN ALSO REMEMBER MYSELF AS A DISTRICT EMPLOYEE, AND I HAD MY HUSBAND ON THE DISTRICT'S PLAN BECAUSE IT WAS A LOT CHEAPER AND BETTER THAN WHAT HIS EMPLOYER OFFERED.
NOT PERSONALLY OUR THE SHARPE FAMILY, BUT YES, IN THE REVENUE WHEN WE'RE IN THE POSITION WE ARE IN NOW, I REALLY CAN'T VOTE TO NOT SUPPORT TEACHING AND LEARNING, WHICH IS OUR MISSION WITH EVERY DOLLAR WE HAVE AVAILABLE.
OVER, BECAUSE A PARTICULAR COST INCREASE IS GOING TO HIT ON SPOUSES, ON PLAN.
YOU KNOW, I THINK WE HAVE TO FUND OUR MISSION AND THAT IS TEACHING AND LEARNING.
WE HATE DOING THIS BECAUSE WE KNOW, AND I DON'T THINK THERE ARE MANY OF US ON THIS BOARD WHOSE PERSONAL FAMILY MEMBERS ARE NOT GOING TO BE NEGATIVELY IMPACTED AND I'VE GOTTEN EMAILS AND GET IT.
WE'RE JUST IN AN AWFUL SPOT AND SO I THINK FUNDING OUR PRIMARY MISSION OF TEACHING AND LEARNING IS WHERE WE HAVE TO FOCUS AND DO THE VERY BEST WE CAN AND IF BY SOME MIRACLE, THE LEGISLATURE DECIDES TO GIVE US MORE FUNDING, WE CAN TRY TO DO SOME THINGS DIFFERENTLY IN THE FUTURE.
YES, MA'AM AND LISA, I JUST WANT TO ADD TO THAT AS WELL.
YOU KNOW, I APPRECIATE EVERYTHING.
I'VE TALKED WITH YOU ONE ON ONE.
YOU CAN ONLY IMAGINE AND I SHARED WITH YOU SOME OF MY EMAILS, SOME OF MY PHONE CALLS.
YOU KNOW, IT JUST LED ME TO A DIFFERENT DIRECTION AND THEY FEEL BECAUSE OF THE CATASTROPHIC CLAIMS THAT WE'VE HAD, THEY FEEL LIKE THEY'RE PENALIZED BECAUSE OF THAT AND I GO, WELL, THANK GOD WE HAVE INSURANCE.
YES, MA'AM. BUT I'VE LISTENED I'VE LISTENED HARD TO EVERYBODY AND YES, IT DOES BREAK MY HEART.
I KNOW WE'RE IN BETWEEN A HARD ROCK AND A HARD PLACE AND AT THE END OF THE DAY, I'M ONE TO LISTEN TO MY CONSTITUENTS, LISTEN TO MY EMPLOYEES AT THE END OF THE DAY, BECAUSE AT THE END OF THE DAY, WE MAY NOT HAVE EMPLOYEES EITHER.
THAT'S SOMETHING THAT WE NEED TO CONSIDER TOO.
SEVERAL MONTEREY LUBBOCK HIGH.
THEY CHOSE TO STAY, BUT THEY'RE BETTER OFF.
SO I'M HEARING LOTS OF STORIES AND I CAN'T BELIEVE THAT NOBODY ASKED.
HAVEN'T HEARD THE SAME THING I'VE HEARD.
I'VE ASKED YOU ABOUT SURVEYS, AND YOU'VE DONE A WELL JOB WITH THAT TOO.
I THINK EVERYBODY HERE HAS WORKED HARD ON THIS AND HAD HARD ISSUES WITH IT.
SO THANK YOU FOR WHAT YOU'VE DONE.
THANK YOU AND I WANT TO MAKE SURE I UNDERSTAND IT BECAUSE I'VE HEARD THAT TOO.
LALA. AND THANK YOU FOR THE INPUT.
[01:00:07]
WELL, IF YOU GO ON TO I MEAN, IF YOU GO ON TO GO ON TRS INSURANCE.SO IF YOU'RE AN EMPLOYEE ONLY SAY YOU WANT TO JUST COVER YOURSELF WITH US.
YOU'D PAY $100 WITH THE WELLNESS CREDIT.
YEAH. SO, YOU KNOW, I THINK I HOPE ANYBODY WHO'S THINKING ABOUT RETIRING INSTEAD OF TAKING, YOU KNOW, THIS IS A HARD PILL TO SWALLOW, LOOKS CAREFULLY AT THAT BECAUSE IT SOUNDS LIKE TO ME THEY'RE GOING TO PAY.
I THINK THEY HAVE THEIR HUSBAND'S INSURANCE.
BUT I WOULD ALSO I'VE SAID THIS AND APOLOGIZE TO THE BOARD FOR REPEATING THIS IS ADDITIONALLY, I WANT TO CONTINUE TO EMPHASIZE OUR CARVE OUT THINGS THAT ARE SPECIAL THE ZERO CO-PAY CLINICS, THE ZERO PRESCRIPTIONS, THE WELLNESS CREDIT, THE LIVING BETTER DIABETES PROGRAM HAS BEEN A KEY PROGRAM FOR US, WHERE WE REIMBURSE UP TO $2,500 AND EMPLOYEES THAT PARTICIPATE IN OUR DIABETES WELLNESS PROGRAM.
WE HAVE THE VACCINES, THE EMPLOYEE ASSISTANCE FUND, THE GYM PROGRAM.
WE ALSO REIMBURSE FOR GYM MEMBERSHIP.
I KNOW THAT'S A SIDE AND DIFFERENT THAN THE PREMIUMS, BUT THOSE ARE THINGS WE HAVE.
THAT'S AN ADDITIONAL THING THAT OUR DISTRICT PAYS FOR AND FOR THIS AGENDA ITEM FOR ITEM D, IT IS REALLY JUST APPROVING THOSE THINGS SO WE CAN I'M SORRY, WE CAN GO AHEAD IF I MIGHT, IF WE HAVE A MOTION OR IF THERE'S ANY MORE DISCUSSION ON THE ACTUAL COMPONENTS OF THE PLAN, WE CAN DISCUSS THAT, BUT THEN WE CAN MOVE ON TO THE EMPLOYEE CONTRIBUTION.
THANK YOU. ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.
AYE. ANY OPPOSED? SAME SIGN. I OPPOSE.
OKAY. SO WE HAVE FOUR IN FAVOR AND TWO OPPOSED FOR THE PLAN.
MOTION CARRIES. THE WHAT? OKAY. WHAT TO MY COLLEAGUES.
I WANT TO MAKE SURE THAT IS THE ACTUAL PLAN, NOT THE COSTS.
YEAH. SO WE HAVE AN ISSUE WITH THE PLAN ITSELF, THE OFFERINGS.
BECAUSE THAT'S WHAT WE JUST VOTED ON.
YEAH. SO WHAT? YES. I'M JUST CURIOUS.
I JUST WISH THAT THINGS COULD BE SO DIFFERENT.
SO WE'LL TALK PUBLICLY, NOT PUBLICLY.
ARE YOU TALKING ABOUT BIDDING OUT THE PLAN? NO. JUST BIDDING.
LOOKING AT OTHER INSURANCES THAT WE'VE DONE THAT.
WE DID THAT FOR OUR 22 PLANNING GOING FORWARD.
THOSE ARE FOR FEES AND THINGS LIKE THAT.
THAT'S LESS THAN 10% OF WHAT WE'RE PAYING.
WHAT IS DRIVING THESE THIS PLAN AND THE COST IS THE CATASTROPHIC CLAIMS. RIGHT. THAT'S IT.
SO WE BID IT OUT AND WE'VE DONE THAT PROCESS.
WE VOTED AND CLOSED ON THAT SO THAT ITEM D IS CLOSED.
[VII.E. Approval of Health Insurance Plan Premium Structure and Dental Plan Premium Structure for 2025]
YES. THE COST PER EMPLOYEE.ALL RIGHT. LET'S MOVE TO THAT.
I JUST REMIND YOU THAT THE PROPOSED RATES THERE ARE WITHOUT THE WELLNESS CREDIT AND AS WE'VE DISCUSSED PREVIOUSLY, THE STRUCTURES THERE AGAIN CAN DIVE FURTHER ABOUT THE COSTS FROM THAT PERSPECTIVE.
BUT COMPARED TO THE OTHER DISTRICTS, WE ARE SIGNIFICANTLY LOWER AND AGAIN, THE CARVE OUTS OF A PART OF THAT WE PAY FOR 3.4 MILLION FOR THE WELLNESS CLINICS AND ALL THE OTHER PROGRAMS WE HAVE, OR THE ZERO CO-PAY CLINICS.
I'M HAPPY TO ENTERTAIN ANY FURTHER QUESTIONS OR EXPLORE FURTHER THOUGHTS ON THAT AND I JUST WANT TO MAKE CLARIFY, MAKE SURE THAT WE HAVE THIS STRAIGHT THAT THE WITH THE ZERO CO-PAY CLINICS AND THAT GIVES A MORE PREDICTABLE BECAUSE OF EMPLOYEE KNOWS ONCE THEY PAY THAT PREMIUM, THEY'RE NOT GOING TO BE PAYING A DEDUCTIBLE. THEY'RE NOT GOING TO BE PAYING A COPAY.
THEY CAN GO TO THE DOCTOR TO THE ZERO COPAY PAY AND GET, YOU KNOW, AMOXICILLIN OR WHATEVER FOR STREP THROAT AND SO IT'S A MORE PREDICTABLE THEY CAN EXPECTATION OF WHAT THEY'RE GOING TO PAY MONTHLY.
SO WOULD THAT BE ACCURATE? YES, MA'AM. I MEAN, YES, OF COURSE, BECAUSE YOU'RE NOT PAYING ANYTHING FOR THOSE VISITS.
THE EMPLOYEE IS NOT PAYING FOR THE VISITS.
[01:05:01]
WHETHER THEY GO ONE TIME, TEN TIMES, 15 TIMES, IT DOESN'T.WE DON'T COUNT AND IT DOESN'T COST THEM ANYTHING.
WE DO PAY FOR THOSE VISITS AND, THAT RANGES DEPENDING ON THE TYPE OF VISIT FROM $75 PER VISIT, UP TO 125 BASIC VISIT AND THEN WE ALSO PAY FOR THINGS LIKE RAPID STREP TESTS, FLU TESTS, THOSE SORT OF MINIMAL THINGS LIKE THAT.
SO THEORETICALLY, AN EMPLOYEE COULD GO TO ONE OF THOSE FOR WITHOUT THE ZERO COPAY AND PAY $225 VERY EASILY FOR PAYING FOR THAT. THEY PAY NOTHING FOR THAT.
YEAH AND THEY PAY NOTHING FOR THOSE PRESCRIPTIONS.
WE'VE PARTNERED WITH UNITED PHARMACIES FOR MANY YEARS THAT DO THE ZERO PRESCRIPTION CO-PAYS.
ALSO, CVS, WHO'S OUR NATIONAL PROVIDER FOR PRESCRIPTIONS, HAS ZERO OR LOW PAY, $4 OR NONE.
SO THEY CAN GO TO THEIR PHARMACY OF CHOICE.
I WANT TO CLARIFY THAT. YES, LISA.
YES AND WE'LL DO A GREAT JOB OF PUBLICIZING.
YES WE'VE SEEN AN INCREASE AS YOU'VE SEEN PROBABLY FROM THE NUMBERS WE PRESENT, WE HAD ABOUT 93,400 VISITS LAST YEAR AND WE'RE TRENDING TOWARDS 99.
I SAID 9400. NO, 9900 OR 9900 THIS YEAR.
THEY'VE EASED SOME PUBLICATIONS ON HOW TO GET TO THEM WITH A BARCODE, WEIGHT FROM HOME, THOSE SORT OF THINGS THAT WE'RE REALLY CONTINUE TO PUSH TO OUR EMPLOYEES AND TRY TO EDUCATE THEM AND LISA, GO BACK TO SO THE DISTRICT CONTRIBUTION PER EMPLOYEE IS 391.
YES, MA'AM AND I THINK SEVERAL YEARS AGO WE INCREASED THAT FROM 340 TO 391.
I THINK IT WAS AROUND 21 OR 22.
OKAY. OTHER DISTRICTS CONTRIBUTE.
325 AND IS THERE ANY APPETITE ABILITY FOR US TO OR WOULD IT EVEN HELP IF WE INCREASED $10 THAT CONTRIBUTION? I DON'T KNOW THE ANSWER TO THAT.
I'M JUST THROWING JUST TRYING TO HAVE A DISCUSSION ON DIFFERENT.
AGAIN, I WOULD POINT OUT THE LAST TIME WE INCREASED THE EMPLOYER CONTRIBUTION.
CAN YOU SPEAK UP, PLEASE? YEAH. LAST TIME WE INCREASED THE CONTRIBUTION, IT WAS ROUGHLY A $2 MILLION HIT TO THE DISTRICT BUDGET.
THE 391 THOUGH LISA AND DOCTOR ROLLO, YOU SPOKE TO THIS TOO AND I THINK NOT EVERYBODY UNDER MAY UNDERSTAND BECAUSE IT'S, YOU KNOW, NUMBERS AND EVERYTHING GET COMPLICATED.
BUT WE'VE ALSO CONTRIBUTED ANOTHER $9.5 MILLION ON TOP OF THE 391.
SO I JUST WANT TO MAKE SURE PEOPLE UNDERSTAND UP UNTIL THIS YEAR.
EVERY SINGLE YEAR SINCE 2019, WHICH IS THE LAST YEAR WE GOT AN INCREASE IN THE BASIC ALLOTMENT, WE'VE PUT $8 MILLION ON TOP OF THE 391 THAT WE'VE CONTRIBUTED. SO AGAIN, TO LAUREN, TANNER, BRENDA, KATIE, ANYONE WHO'S EMAILED SPOKEN, YOU ARE HEARD.
WE HAVE PUT OUR PEOPLE FIRST YEAR AFTER YEAR AFTER YEAR AFTER YEAR.
THERE IS NO MONEY TO BE GOTTEN.
WE HAVE MINIMIZED EVERYTHING THAT WE POSSIBLY CAN AND TO THE FOLKS WHO WOULD SAY THIS IS KIND OF LAST MINUTE OR SPRUNG ON THEM, I PERSONALLY, FOR THE LAST SIX YEARS, EVERY TIME WE VOTED ON THE INSURANCE, HAVE SAID ON THE RECORD OUR INSURANCE PLAN CANNOT KEEP GOING.
OUR INSURANCE PLAN CANNOT KEEP GOING.
JUST LIKE LAST YEAR, THIS BOARD MADE A DECISION.
I THINK SOMETHING SOMETHING THAT GETS LOST ON A LOT OF FOLKS, YOU KNOW, A VAST MAJORITY OF ESSER MONEY WAS CONTRIBUTED TO THE TEACHERS BECAUSE WE CARE ABOUT THEM. WHEN WE COULD HAVE USED THAT TO RIGHTSIZE OTHER THINGS, WOULD THAT HAVE BEEN FAIR? WOULD THAT HAVE BEEN EQUITABLE? I DON'T KNOW. YOU KNOW, IT'S EYES OF THE BEHOLDER.
IT SEEMS LIKE WE AS CITIZENS, YOU KNOW, IT'S KIND OF AND IT'S HUMAN NATURE.
WHAT HAVE YOU DONE FOR ME LATELY? AND I TOTALLY GET THAT.
BUT AGAIN, AS A DISTRICT, WE BEFORE THE NINE, BEFORE THE 8 MILLION, WE GIVE $65 MORE PER EMPLOYEE THAN ANYBODY IN OUR NEIGHBORHOOD.
WE OFFER ZERO CO-PAY PRESCRIPTIONS.
WE INJECTED $3 MILLION LAST YEAR, A ONE TIME TO MAKE SURE THAT WE DIDN'T PUT BURDEN ON ON STAFF.
[01:10:08]
OVER $25 MILLION AND THE REVENUE THAT WE'RE RECEIVING IS THE EXACT SAME.NOTHING'S CHANGED IN THAT AND SO THAT GOES SOMEWHERE AND SO YOU KNOW, THE OTHER THING I WOULD SAY, AND ONE AND I KNOW THE TEACHER ORG HAS A JOB TO DO, AND I CAN APPRECIATE THAT JOB.
THEY SHOULD BE THERE TO SUPPORT THE TEACHERS.
WE'VE SENT OUT SURVEYS ALMOST EVERY YEAR WITH RESPECT TO HEALTH INSURANCE.
AND IF I REMEMBER THE NUMBER CORRECTLY, IT WAS LIKE 1200 RESPONDENTS FOR THE TEACHER ORG.
IS THAT WHAT YOU'RE SAYING? YES, MA'AM.
I THINK THE ONE LAST YESTERDAY.
BUT THE ONE BEFORE YOU SAID THERE WAS TWO THAT THEY'VE DONE.
NO, MA'AM. NO. THE ONE THAT WE DID.
GOTCHA. THE ONE THAT THEY DID WAS 1200.
SO TO THE TEACHERS AND I'M NOT BLAMING YOU.
YOU ARE NOT RESPONSIBLE FOR STATE FUNDING.
YOU ARE NOT RESPONSIBLE THAT WE DON'T GET ANY ADDITIONAL REVENUE.
HEAR ME LOUD AND CLEAR. THIS IS NOT YOUR FAULT.
BUT I AM ASKING WHEN YOUR OPINION IS ASKED FOR BY THE PEOPLE WHO MAKE DECISIONS.
THAT'S THE REASON WE KEPT THE ZERO CO-PAY CLINICS.
THAT'S THE REASON WE KEPT THE WELLNESS CLINIC OUR, OR INCENTIVE.
IT'S NOT EVERYBODY SPEAKS AND SO ANYWAY, TO SUMMARIZE ALL THIS HAS BEEN COMING FOR SIX YEARS.
I WOULD RATHER US BE ABLE TO PROVIDE ZERO COST INSURANCE TO EVERY SINGLE PERSON THAT WORKS FOR US.
HEARING THE PAIN IN EVERYONE'S VOICE, I WOULD HAVE AN AMENDED PROPOSAL TO THE AGENDA ITEM AND I WOULD PROPOSE THAT WE TAKE THE INCREASE AS IT'S LISTED ON THE AGENDA, THE CURRENT.
SO TAKE THE EMPLOYEE ONLY CURRENT 95 PROPOSED 150.
HALF OF THAT INCREASE IS FOR THE NEXT FISCAL YEAR.
THEY CAN AND THEN AS A DISTRICT, THOSE OF US ON THIS DAIS AND DOCTOR ROLLO, YOU AND YOUR STAFF WILL HAVE TO FIGURE OUT WHAT WE'RE GOING TO CUT TO MAKE UP THE DIFFERENCE, BECAUSE THAT'S THE REALITY. THERE'S NO FUNNY MONEY THAT WE'RE HOLDING.
WE'RE GOING TO HAVE TO CUT SOMETHING.
BUT I THINK IT ALLOWS PEOPLE TO MAKE A DECISION AND THEN ALSO I WOULD ENCOURAGE EVERYBODY THE BASIC HMO PLAN. PEOPLE KIND OF ASSUME THAT'S HORRIBLE COVERAGE.
IT'S NOT YOU HAVE ACCESS TO ALMOST THE EXACT SAME DOCTORS AND SO FOR THOSE OF YOU THAT ARE WORRIED ABOUT A PREMIUM GOING FROM 144 TO 300, I WOULD URGE YOU TO LOOK AT THE HMO.
SO YOU'RE SAYING SPLIT THE INCREASE BETWEEN THE NEXT TWO YEARS? OKAY. AND THIS I THINK WHAT EVERYONE'S LOOKING AT HERE IS CURRENT BASE VERSUS PROPOSED BASE.
THAT'S IN THE AGENDA FOR THIS BOARD MEETING.
CORRECT ME IF I'M WRONG, DOES NOT INCLUDE THE $50 WELLNESS CREDIT.
THAT'S CORRECT. SO 150 WOULD BE THE PROPOSED BASE WITH THE WELLNESS CREDIT IS 50.
I'D BE REMISS IN SAYING AND YOU KNOW THIS, BUT I HAVE TO SAY THAT AS A MANAGER OF THE PLAN IS WE WILL NOT HAVE ENOUGH MONEY TO COVER OUR CLAIMS FOR NEXT YEAR, AND WE WILL NOT HAVE ENOUGH MONEY TO COVER OUR CLAIMS IN 2027.
I JUST NEED TO MAKE SURE THAT'S ON THE RECORD AND SO IT'S THE BOARD'S DECISION.
SO I WILL BE COMING BACK TO YOU FOR MONEY AND WE WILL HAVE YOU'LL WE'LL HAVE TO CUT SOMETHING.
I MEAN, WE'LL HAVE. WE DON'T HAVE ANYTHING RIGHT NOW LEFT TO CUT.
THAT IS NOT EXTREMELY DIFFICULT.
BUT WE WILL HAVE TO FIND THE MONEY BECAUSE THE PROPOSED INCREASE WAS TO COVER THE BASE CLAIMS IF THEY COME IN AT 29.8 MILLION, WHICH IS WHAT WE'RE SEEING WITH THE CATASTROPHIC CLAIMS.
[01:15:01]
IT COULD BE COMING FOR 10 MILLION NEXT YEAR TO COVER US OR 15 WHEN I APPRECIATE AND THAT IS YOUR JOB AND I'M PUTTING THE ONUS ON US AS A BOARD.I UNDERSTAND AND I'M PUTTING THE ONUS ON OUR THREE STATE REPRESENTATIVES TO GET OFF THEIR DUFF AND RELEASE THE FUNDING, BECAUSE I FIRMLY BELIEVE THAT SOMETHING WILL HAPPEN. UNFORTUNATELY, I THINK THAT'S GOING TO COME WITH PAST VOUCHERS.
BUT IF WE GET ADDITIONAL FUNDING FOR PUBLIC ED, DO WHAT YOU WANT.
IF IT DOESN'T HAPPEN, THEN WE'LL HAVE TO CUT THINGS AND THEN THE CUTS WILL BE DIFFICULT AS WELL.
YEAH. THERE'S NOT I MEAN YEAH AND I HOPE THERE'S NO EASY CLEAR ANSWER HERE.
SO IS THERE. BUT CAN WE IN THE SHORT TERM HELP SO WE CAN DISCUSS THIS.
WELL, YOU DON'T LEAVE ME NO CHOICE FOR WE HAVE TO MAKE A PLAN.
WE HAVE TO NOTIFY OUR CHANGES BY SEPTEMBER 1ST.
WE HAVE TO NOTIFY OUR CARRIERS.
WE STILL HAVE TIME TO TALK BEFORE.
AS LONG AS WE DO IT BEFORE SEPTEMBER 1ST.
YEAH. I MEAN WE I WOULD TO THE BOARD.
DO WE HAVE ANY OTHER DISCUSSION OR IS EVERYONE AMENABLE TO AMENDING THE PROPOSED MOTION TO.
I DON'T EVEN KNOW WHAT THAT WORDING WOULD BE.
CAN WE CAN YOU RESTATE THAT SO THAT WE'RE CLEAR ON WHAT.
IT'S HALF OF EVERY INCREASE TO EACH PLAN, OR HALF OF THE.
IS THAT WHAT YOU'RE SAYING? CAN YOU PLEASE REPEAT THAT, SIR? YEAH. MY AMENDED MOTION IS TO NOT CHANGE ANYTHING OTHER THAN THE PROPOSED BASE SPLITTING, THE INCREASE THAT WE'RE PROPOSING THIS YEAR BY TWO.
SO HALF OF THAT INCREASE GOES EFFECT JANUARY 1ST, 2025.
YES. FOR EACH PLAN, EACH CATEGORY.
YES AND SO THAT'S GOING TO BE A DEFICIT ON US.
PROBABLY 4 MILLION BUCKS, PROBABLY $4 MILLION AT LEAST AND THAT'S ALL BASED ON CLAIMS TOO.
SO IT COULD BE 9 OR 10 BASED ON CATASTROPHIC CLAIMS THAT WE'RE TRENDING TO, YOU KNOW, YOU TALK ABOUT SURVEYS AND THE ZERO CO-PAY CLINICS, YOU KNOW, AND I KNOW THAT WE NEEDED MORE PARTICIPATION ON THE SURVEYS AND I THINK FOLKS WILL TAKE THAT TO HEART WHO ARE LISTENING TO THIS OR WHO WILL REVIEW IT AFTERWARD.
I THINK THE VAST MAJORITY OF PEOPLE BEING EMPLOYEES OF THE DISTRICT THE MOST IMPORTANT THING TO THEM WAS PREMIUMS OUT-OF-POCKET EXPENSES EVERY MONTH.
I KNOW THERE ARE SEVERAL PEOPLE IN THIS ROOM WHO ARE GOING TO FEEL THIS.
HOWEVER WE IMPLEMENT IT AND I THINK YOU'VE DONE A GREAT JOB OF EXPLAINING THROUGH THIS AND, YOU KNOW, LIKE NANCY SAID, WE HAVE MADE YOU GO THROUGH MULTIPLE ITERATIONS OF THIS, AND WE APPRECIATE ALL YOUR HARD WORK.
SO I THINK SPLITTING THE DIFFERENCE WE HAVE TO COMPROMISE SOMEHOW.
WE'RE A SELF-FUNDED PLAN, AND THIS IS BASED ON CLAIMS THAT ARE HAPPENING WITHIN OUR PLAN, AND THEY'VE GONE UP FROM $18 MILLION TO, YOU KNOW, 25 TO $30 MILLION.
YOU KNOW, IS SOMETHING THAT I THINK IS A GOOD COMPROMISE GIVEN THE TERRIBLE CIRCUMSTANCES.
SO I TAKE ALL THAT INTO CONSIDERATION.
RYAN, I'M GONNA CALL YOU BRIAN.
OKAY. YEAH, I'VE BEEN CALLED WORSE.
ALL RIGHT. DO I HAVE A MOTION TO APPROVE THE HEALTH INSURANCE PLAN? PREMIUM STRUCTURE AND DENTAL PLAN, PREMIUM STRUCTURE, WHICH WE DIDN'T DISCUSS.
DO WE WANT TO TALK ABOUT DENTAL? IS THERE ANYTHING FOR DENTAL? WE'RE GOOD. THE DENTAL PREMIUMS WOULD REMAIN THE SAME.
THE DISTRICT WOULD NO LONGER DO THE EMPLOYEE ONLY CONTRIBUTION FOR CLARITY.
I'M NOT. LET ME RESTATE IT THOUGH.
SO DO YOU HAVE A MOTION TO APPROVE THE HEALTH INSURANCE PLAN? PREMIUM STRUCTURE AND DENTAL PLAN.
[01:20:09]
REMAINING HALF JANUARY 2026.INCREASE IN THE BASE. THANK YOU.
SPLITTING THE PROPOSED BASE INCREASE BY HALF BEGINNING JANUARY 2025 AND THE OTHER HALF JANUARY 2026.
MOTION AND SECOND. OKAY. WE HAVE A MOTION BY TRUSTEE CHAVEZ AND A SECOND BY TRUSTEE CURRY.
ALL THOSE IN FAVOR, PLEASE SAY AYE.
AYE. ANY OPPOSED? SAME SIGN. THANK YOU.
THANK YOU. YOU'RE TURNING RED UP THERE.
ALL RIGHT. MOVING ON TO PROCUREMENT AND CONTRACTS.
[VIII. Procurement and Contracts]
